Meta’s Oversight Board has called for a six-month ban on Cambodian Prime Minister Hun Sen’s Facebook and Instagram accounts for inciting violence. This is the second time the Board has reversed a high-profile Meta review in the past week. The decision to ban a head of state is significant and may have implications for future policies. The Board cited Hun Sen’s history of human rights violations and his use of social media to amplify threats as reasons for the suspension. While the ban is non-binding, Meta is required to take down the contested video within 60 days. The Board also recommended various changes to Meta’s moderation policies, including prioritizing reviews involving heads of state and removing the newsworthiness allowance policy in cases of incitement of violence. The review by the Board could set a precedent for the moderation of other authoritarian leaders in Asia. Hun Sen has stated that he will halt active posting on Facebook and switch to using Telegram.
